Waterloo Region Community Foundation Releases 2025 Vital Signs Report, Urging Action on Social Infrastructure Amidst Rapid Growth

WATERLOO REGION, ON – The Waterloo Region Community Foundation (WRCF) has released its 2025 Waterloo Region Vital Signs® Report, sounding the alarm that the region’s rapid, nation-leading population growth is outpacing investment in the essential social connections that foster community well-being and belonging.

Launched on September 10, 2025, the report focuses specifically on social infrastructure—defined as the shared spaces, experiences, and resources that enable people to connect with each other. The findings serve as a critical check-up, highlighting where the region is thriving and where significant gaps remain as Waterloo Region surges toward an estimated population of one million by 2050.

Key Findings Highlight Pressure Points

The data presented in the report illustrates the scale of the challenge:

  • Fastest Growing in Canada: Waterloo Region is growing faster than any other metropolitan area in the country, expanding by 33% over the last decade—twice the national growth rate. This boom is largely driven by an influx of young adults and racialized groups.
  • Erosion of Belonging: Despite the growth, the sense of community connection is waning. Only 45% of residents reported a high sense of belonging in their communities, a figure that falls below the national average of 47%.
  • Investment Gap: The report notes that while the region has a tradition of investing in assets like parks and libraries, this investment in social infrastructure “hasn’t fully kept pace with growth, change, or recovery.”
  • Life Satisfaction: Further indicating a decline in collective well-being, the report found that less than half of residents were “highly satisfied” with their lives.

A Call to Renew and Rebuild

The Vital Signs Report emphasizes that building strong social infrastructure is as critical as physical infrastructure like roads and utilities. It argues that developing shared spaces, experiences, and resources that bring people together is the key to managing growth and ensuring a thriving community.

Eric Avner, President & CEO of the Waterloo Region Community Foundation, underscored the urgency of the findings.

“Across Waterloo Region, many of the spaces and experiences that once connected us are under strain or disappearing altogether,” said Avner. “However, within these challenges lies an opportunity to renew, reimagine, and rebuild the social infrastructure that can help our communities thrive. We hope this report offers the necessary insight to mobilize our community to join us in taking action on this important area.”

The report points to investments in community spaces like parks, libraries, and recreation centres as crucial steps toward strengthening the social fabric.

The Vital Signs® Report is a community-driven data program conducted by community foundations across Canada, and the WRCF encourages residents, organizations, and policy-makers to use the findings to inform their efforts and direct resources where they will have the greatest impact. WRCF has already launched new initiatives, such as the WRGive online giving platform, designed to connect donors with local projects that help build a stronger, more connected Waterloo Region in line with the report’s themes.
